Scientific activity of the department

The Department of Political Science and Public Administration of Vasyl’ Stus Donetsk National University is an intellectual platform for scientific and innovative development of Ukraine, which has a strong scientific and human resources potential (7 Doctors of Sciences, 2 Candidates of Sciences, 1 Senior Lecturer, 1 Assistant) for carrying out scientific activities in domestic and foreign political science.

The research work of the department is aimed at comprehensive theoretical, methodological and applied research of modern socio-political processes in Ukraine and the world, development of concepts, methods and mechanisms of public management and administration.

– Scientific research conducted at the Department is important for the formation and development of political science schools (School of Applied Political Science and Political Branding under the direction of Doctor of Political Science, D. in Political Science, Professor T. L. Nagornyak; School of Modeling and Forecasting of Socio-Political Phenomena and Processes, Doctor of Political Science, Professor M. A. Polevyi; School of Political Science, Doctor of Political Science, Professor M. V. Prymush; School of Public Policy, Doctor of Political Science, Associate Professor O. M. Chaltseva).

– Research and teaching staff of the department take part in the development of scientific initiative topics: “Stability and Crisis in the Relations between the State and Society: Country and Regional Dimensions”, “Dynamic Aspects of Socio-Political Processes in Ukraine and the World in the Second Decade of the XXI Century” (registration number 0117U003535).

– members of the department regularly undergo international scientific internships. M.A. Polevyi and T.L. Nagornyak completed an internship in Poland (Jagiellonian and Warsaw Universities) within the framework of the project “Innovative University and Leadership” (fall 2017 and fall 2019, respectively). T.L. Nagornyak also completed internships at Cardiff Metropolitan University, UK (2018 and 2019), T. Garik Masaryk University, Brno, Czech Republic (2019).

– I.V. Matsyshyna, O.M. Chaltseva, V.V. Buslenko successfully defended their doctoral dissertations in the specialty 23.00.02 (2018-2020).

– The training of postgraduate students in the Political Science program in accordance with the new Law of Ukraine “On Higher Education” and the requirements of the Ministry of Education and Science of Ukraine was introduced in 2016. Over the past 4 years, 3 Doctors and 8 Candidates of Political Science have been defended in the permanent specialized council K 11.051.13. As part of the experiment, specialized academic councils were successfully created for one-time defenses and Doctors of Philosophy in the specialty 052 “Political Science” – P. Bezuglyi and V. Mykhalska – were graduated.

Skovoroda Kharkiv National Pedagogical University), act as internal reviewers and external opponents (members of one-time councils) in political science (Taras Shevchenko National University of Kyiv, Lviv Polytechnic National University), law and philosophy.

The research topic comprehensively examines socio-political processes on two scales – global and Ukrainian. The dynamics of international migration flows and migration processes in Ukraine, the interaction of public organizations and government institutions, the processes of formation and evolution of trust are studied. The processes related to the protection and promotion of national interests in the globalized world are analyzed. The information direction of the policy of protecting the national interests of the state, the processes of forming state policy in the field of culture in modern Ukraine, the processes of forming and promoting local and global brands and branding of the territory in the context of the formation of a new world order are studied. The author analyzes the institutions of local self-government, budgetary policy and public policy making in Ukraine.

Theoretical substantiation of the dynamics of agrarianization of political and administrative practices in the conditions of war and post-war reconstruction through the study of public policy and public administration.

Scientific schools

We consider scientific schools to be three generations of scientists who are united by the direction of scientific research, methodology and joint publications, scientific intelligence. The effectiveness of the functioning of the scientific schools of the department is evidenced by: scientific topics, joint thematic monographs, thematic issues of specialized publications, joint publications, defenses of candidate and doctoral dissertations, project and grant activities. The results fully reveal the scientific mentoring, the inheritance of the traditions of the scientific school, the formation of new directions of research.

The format of cooperation between scientific schools is scientific and methodical seminars, systematic scientific consulting and joint projects/grants, expert opinions and participation in the activities of working groups on applied issues at state and local self-government bodies.

Since 2016, the School of Public Policy, Doctor of Political Science, Assoc. O. M. Chaltseva (Doctoral dissertation “Public policy: theoretical dimension and modern practice” on the specialty 23.00.02 – political institutions and processes). The school investigates public policy at various levels, analyzes theoretical-methodological and practical aspects of public policy, problems of the interaction of institutions of the public process in the political space. Since the spring of 2020, the department has been staffed by a foreign professor, Arkadiusz Modzejewski (Dissertation for the degree of Doctor of Social Sciences (Political Theory) “The Universalist Vision of the World Order in the Views of Karol Wojtyla – John Paul II”, (J. Comenius University). He is the second supervisor graduate students A. Osmolovska (on the topic “Ukraine in the information space of the leading states of the world” – supervises the writing of subsections related to the theoretical background and analysis of the Polish experience), E. Kotov (on the topic “Discursive nature of the modern political process: modeling and forecasting” – provides recommendations for writing subsections related to the theoretical basis of political discourse modeling, based on the traditions of Polish political science) and J. Trybalski (on the topic “Artificial intelligence in politics using the example of the European Parliament” – provides recommendations on theory, and is also consultant to the member of the European Parliament from Poland), which strengthens the component of the scientific qualification works of the department’s applicants in terms of the theory and philosophy of political science. A. Modzejewski is also the academic supervisor of applicants at the University of Gdańsk, the University of J. Comenius (Bratislava) and the University of St. Cyril and Methodius (Trnava). Currently, an international Ukrainian-Polish-Slovak scientific school of history, theory and philosophy of political science is being formed. The very formation of this school became the subject of discussion by academic supervisors and graduate students of three higher education institutions (DonNu named after Vasyl Stus, Gdansk University, J. Protect

An important priority of the department of political science and public administration is the development of political science, which is considered as a complete system of scientific research aimed at studying the current world and domestic political problems of our time.

For more than twenty years of existence at the department, the Donetsk school of political science has been developing successfully, both quantitatively and qualitatively. The department offers doctoral and post-graduate courses, which have been successfully completed by dozens of scientists pursuing their careers in science not only at the Vasyl Stus Donetsk National University, but also in other scientific and educational institutions, state institutions of Ukraine and Europe.

The staff of the department annually continues to increase its scientific potential and implements it not only in the scientific and theoretical plane, but also in the field of practical politics and public administration through expert and advisory activities, as well as thanks to information and communication events organized and conducted by scientists of the department of political science and state administration.

On October 26, 2021, the dissertation defense for the Doctor of Philosophy degree was held at the Vasyl Stus Donetsk National University. Dissertation defense for the degree of Doctor of Philosophy Bezugli Pavlo Georgiyovych

On December 21, 2019, for the first time in Ukraine, within the walls of the Donetsk National University and at the Department of Political Science and Public Administration, the defense for the degree of Doctor of Philosophy in Political Sciences was held under the new rules – in a specialized academic council for a one-time defense.

On February 12, 2018, the doctoral dissertation was defended in the specialty 23.00.02 – political institutions and processes. Olena Mykhailivna Chaltseva presented the results of many years of work on the way to obtaining the scientific degree of Doctor of Political Sciences on the topic “Public policy: theoretical dimension and modern practice”. Learning through research

The department’s implementation of the “learning through research” model involves the organization of educational and scientific activities of NPP and applicants, which is based on the integration of scientific and applied research, experiments, conclusions and tests into the educational environment.

The research component is a mandatory component of educational and educational-scientific programs and a condition for the formation of integral, general and special competencies.

The scientific, project, and expert achievements of the staff of the Department of Political Science and Public Administration create a unique scientific and social capital in the academic and applied spheres of the region, Ukraine, and Europe.

Project activity

Analytical research in the field of information support for the implementation of state regional policy

On December 23, 2020, the results of a new analytical study in the field of information support for the implementation of state regional policy, which was carried out jointly with the Center for the Analysis and Development of Public Communications “DIALOG” was held at Vasyl Stus Donetsk National University

The goal of the project was to create an effective and unique communication model of the Vinnytsia regional state administration in the context of the “state-region-district/OTG” information chain for full and timely coverage of the goals and results of state regional policy in the media space.

The All-Ukrainian School of Public Policy and Administration is an educational project of the public organization “Center for Analysis and Development of Public Communications “DIALOG” in partnership with the Vasyl Stus Donetsk National University with the support of the Vinnytsia Regional State Administration.

The author of four thematic all-Ukrainian schools of public policy and administration and other practice-oriented LLL programs is Doctor of Political Sciences, Professor of the Department of Political Science and Public Administration Tetyana Leontiivna Nagornyak.

Media audit of Vinnytsia Regional State Administration: status and prospects for improving information policy

The project “Media audit of the Vinnytsia regional state administration: state and prospects for improving the information policy” aimed to reveal the specifics of the information presence of the Vinnytsia region and the Vinnytsia regional state administration in the national and regional media space; identify the key images with which they are associated in the external and internal information environment and provide recommendations for adjusting the information policy.

Certificate educational program “School of a young official”

The certificate educational program “School of a young official” is a joint project of the Vasyl Stus Donetsk National University and the Vinnytsia City Council, which was implemented with the support of the German Society for International Cooperation Deutsche Gessellschaft fur Internationale Zusammenarbeit (GIZ) GmbH in the period from March 11 to June 11, 2017.

The purpose of the program was to form a complex of professional and personal competencies of a modern civil servant, which are the basis of his effective activities aimed at the development of the city.

Scientific developments of post-graduate and doctoral students of the department are successfully used for the implementation of large-scale projects, the customers of which are state bodies or non-state institutions.

“Under the conditions of the dynamic development of the external information space, Ukraine, by implementing effective measures to create a positive image at the state level, can correct the information that enters the external media discourse, but the interpretation of this information in publicly available Internet resources is more difficult to control, especially when the centers of adoption decisions are made not by the states themselves, but by non-state actors or other countries. The inability of political institutions to form a purposeful strategy of information policy in terms of strengthening the positive image of the state leads to the formation of the image of Ukraine by external actors.

On the basis of a comparative analysis of the image of Ukraine in the information space of the USA and the Russian Federation, as well as border states (using the example of Poland and Hungary), it is possible to model a positive image of Ukraine and create a road map of its formation in the external information space.

Based on the results of the study of information resources for each country, the following is being built:

a) a graphic model of the image of Ukraine in publications of foreign countries, which reflects the frequency of mentions of Ukraine in a certain period of time;
b) tonality diagram of references to Ukraine;
c) WordCloud (“cloud of words”);
d) event chain.

The set of empirics that the researcher obtains as a result of the monitoring of the national mass media, namely the Internet editions of certain groups of countries, can also be used for the study of the implementation of information policy at the local level.

Such empirical developments are effectively used by the graduate student together with fellow scientists – Doctor of Political Science, Prof. Tetyana Leontiivna Nagornyak, Doctor of Political Science, prof. on a practical level for the implementation of the project of the Vinnytsia Regional State Administration “Development of the state communications model of the Vinnytsia Regional State Administration: regional dimension”.

Nataliya Oleksandrivna Steblyna – a 2nd year doctoral student of the Department of Political Science and Public Administration – is involved in several projects related to the monitoring of mass media, Facebook communities and Telegram channels.

Implementation of the project together with the Odesa regional organization of the All-Ukrainian public organization “Committee of Voters of Ukraine” and the publication “IzbirCom” as part of a campaign to counter hostile information operations and increase critical thinking with the support of the Open Information Partnership. Nataliya Oleksandrivna together with Doctor of Political Science, Prof. Department of Political Science and Public Administration Mykola Anatoliyovych Polev are developers of the monitoring methodology and coordinators.

The participation of Natalia Oleksandrivna as an analyst and Doctor of Political Science, prof. Monitoring of regional mass media with the support of the Institute of Democracy named after Pylyp Orlyk

Doctor of Political Science, Prof. Mykola Anatoliyovych Polevyi and doctoral student Nataliya Oleksandrivna Steblyna conducted monitoring of Poltava Oblast publications and in the course of their work came to the conclusion that some regional publications use tariff protests to manipulate readers’ opinions. Politicians of different parties often comment on this topic. And the mass media post such comments, despite the lack of editorial justification.
